First, do you know how to use Paint? Its under START.
And to get pictures on your web push the PRINT SCREEN button on your keyboard and paste it on PAINT. The PRINT SCREEN button will allow you to take pictures, Then save your picture as a JPEG.

-And if you want a picture next to your comment, then click Dashboard then click Users then click your Profile. Then upload a picture to be your avatar.
-Do you want a picture at the top of your webpage? You know, where it says your title? Then Make a picture on Paint, save it-JPEG, then go to your Dashboard. Then click Design, then click Custom Image Header. Then browse what picture you want and save it.

To zoom in without it being all pixely, you have to use your status bar. To get that go to Tools, scroll down, click Toolbars, then click Status Bar. Then zoom into 150% or however much you want.
